In the book of Matthew, Jesus was.....
36But when He saw the multitudes, He was moved with compassion for them, because they were weary and scattered, like sheep having no shepherd.

Actually, not being under His care is like having no Shepherd at all, because you're under the neglect of a bad Shepherd. I read a very good book that I highly recommend called, "A Shepherd's View of Psalm 23," written by a gentleman who himself knew everything about the habits of sheep, cause he was a Shepherd himself. After reading his book, I realize why God uses the analogy of us as sheep and Him as a Good Shepherd. We are so self destructive and in need of constant care and supervision, just like those sheep.
